Project Description
The following approach proposes development and application of a Benefit Cost Analysis (BCA) tool for capacity-related projects over $10M, the results of which would then be used to estimate the combined ROI from a tax impact perspective. The BCA preliminary assumptions and the subsequent ROI analysis will use results from the BCA to help estimate the resultant tax impacts.

The project is on schedule and will be completed in 6 months with short interim reports to be presented every other month to update the Aviation Office of progress and any issues. An interim report will be presented after completion of the BCA for all the airports, with will summarize results and findings and provide an overall outline for the Draft Final Report.
